I have a few 7 week chicks that have not quite feathered properly and I would normally take all over night heat way by now but not sure if that is the right thing to do? they seem to still be missing some belly feathers and bum feathers so I am a little concerned it maybe too cold for them over night?

As we are in the depths of a very cold winter I would agree at 7 weeks I would keep night heat on until they feather properly to keep warm, during the day remove it and encourage activity and excercise out in the warmth of the sun.
You do not want to give them a set back in growth due to exspending to much energy on keeping warm.
However if you are supplying to much heat they do not need to feather up quickly, maybe reduce the heat or if you take it away make sure they have access to good warm draft free accomodation where they will not chill.
I usually don't decide on a time frame to remove heat dictated by weeks but more the size feathering and body condition, then for a few nights I turn off the heat but leave them in the warmth of the brooding shed, then remove them on a good warm day to a shed facing the warm sun with access to get outside to grow and develope.

I start to reduce the heat at 6 weeks but alway have them with heat over night until they are fully feathered but during the day I turn off the heat

Depends on the breed some heavy breeds have good downing where as some of the light breeds don't so go on the visual appearance of the chicks if they have enough feather coverage then reduce the heat
