Could you give me a citation for the relevant legislation please? State or Commonwealth?

Eggs by definition are a food substance (obviously – as they can be eaten)
Another forum had a thread going where some ranted and raved abt this for a few pages until one of them looked into the OZ Post regulations = you would have to go onto that forum and do a search to find that thread

One has to remember that OZ Post is regulated by commonwealth government protocol

The Australia Post Terms and Conditions are made pursuant to section 32(1)(b) of the Australian Postal Corporation Act 1989 and shall apply as from 1 July 2001 to the postal and related services to which they refer.
Provided however that where the General Postal Services Terms and Conditions (GPST&Cs) had applied prior to 1 July 2001, to a postal and related service, the GPST&Cs shall continue to apply .

it IS luck of the draw and if you DO NOT give any mention on the parcel as to contents and it arrives safe and sound = you ought to be grateful for those that handled it enroute

I agree that fertile eggs would probably be deemed to be "food" and if not would possibly be deemed to be "live animal" also prohibited under the same guidelines. Also perhaps relevant is Section 85X of the Telecommunications and Postal Services (Transitional Provisons and Consequential Amendments) Act 1989 (Cth) which provides for prison sentences of up to ten years for posting prescribed "deleterious" substances.
It's all fairly academic because even if posting eggs is legal if it becomes a problem it will quickly be banned and enforced.

On checking the applicable Australia Post Terms and Conditions I discovered that Appendix 3 provides;

Perishable food

A perishable food shall be properly packed for carriage by post if -

being eggs, the eggs are packed in a rigid leak-proof box with each egg contained in a separate partition. Each egg shall be wrapped separately in shock absorbent material. A layer of shock absorbent material shall be placed in the box above and below the eggs. The box shall contain sufficient absorbent material to take up any escaped contents in case of breakage;

I have to back down and say that I think you are absolutely correct Polishlady. The guidelines do not seem to accurately reflect the official terms and conditions.
