Call ducks are good flyers so you need a roof if you want them. The best for you would be muscovy they do not fly at all.

I keep muscovies and they do fly, even my drakes fly given enough room. They might be disinclined to do so if they have all their needs met, though I find mine will still readily jump the fence in search of nesting sites and to chase bugs in the park behind my house (they will also climb fences depending on what it's made from). I clip the females wings(for their safety as there are dogs in the area), but I don't bother with the male, he can and will fly, but he won't stray away from his females.

i had muscovy ducks for years with no roof on their huge pens.... i did loose a female who flew out of the yard one day (over 6 foot high fences)... but the males were wayyyyyy too big and heavy to even make it over a 5 foot wire fence. the ducks never went out of the yard... except for the one exception out of the dozens and dozens of ducks that stayed over this period of my life. the ducklings on the other hand..... would go through and under every fence and barricade possible and go exploring even without their mum ducks ! luckily they always came back after a little wander and exploring.
