Is applying vaseline to a rooster comb for moister and shine on show day allowed?

In short Yes.

If you read some of the previous posts such as "The tips and tricks for exhibiting your show chickens" this will aslo give you some other options.

Just make sure you put it on the day before the show and evenly so it brings out the colour and looks natural

Do you put in on the day before so they are not greasy for the judges? I had thought about doing it to my leghorn before a show but though the judges may not like the greasy feel and small object like seed husks would get stuck to it.

If you apply on the day, yes they will be greasy, also dust will stick to them.

Suggest that you do some trials at home prior to the show to see the differences.

There a great number of lotions used by various people, only warning some of the oil based rubs will cause the birds to peel and dry out after a few days. This is not good if you have a couple of show within a week of each other.
